This 2000 paper argues that the quality and extent of documentation prepared by building professionals, in general, and consulting engineers, in particular, has been declining for many years, for various reasons. The outcome of these declining levels of documentation has been a dramatic increase in the number of construction errors and delays and consequent litigation between builder and engineer.
